Rates of injecting among all treated heroin clients should be interpreted in the light of changes in some countries in the numbers of new heroin clients (see Table TDI-2 and Table TDI-3). In Denmark, Netherlands and Spain the proportion of heroin clients among all new clients has strongly declined. In most countries total numbers of new clients have remained relatively stable. In some countries data are insufficient to report. In Cyprus, Slovakia and Denmark the numbers of heroin clients in the reporting system are relatively small. In Germany increasing coverage of the reporting system causes trends to fluctuate. In case of Finland and Latvia, proportions are based on 'all opioids' since heroin was infrequent as a primary drug.
